Lightning kills college student at Tezu,

22 animals at Dambuk

Tezu, Mar 28: In a tragic incident a final year BA student of Indira Gandhi Government College, Tezu Kaling Pertin was struck down by a thunderbolt today at Tezu.

The incident took place in the play-ground of the Boys’ Hostel of Indira Gandhi Government College, Tezu in and around 10 am.

The sources said that Pertin was playing cricket in the ground with friends when suddenly thundering and lightening started. From nowhere a light stroke him and he was unable to breathe and his friends decided to take him to Medical. Before they could do anything he stopped breathing and died on the way to hospital.

Patches of burnt around his cloth were noticed.

The body of Pertin will be sent to Dambuk, his native village by his relatives.

Meanwhile, Students and friends gathered in the hospital to bid final farewell to their loved friend and expressed deep sorrow on the untimely demise of Pertin and added that Pertin was very kind and intelligent student.

Another boy was also struck in the leg. He has been admitted to the District Hospital and undergoing necessary medication. However, he sustained minor injury. DIPRO

At Roing, 22 oxen and cows were killed by thunderbolt at Yagrung agricultural field area in Dambuk subdivision of the district on the night of March 26 last.

The villagers informed that the flocks of cattle had probably taken rest beneath a branch-less dry tree on the night when the stroke of thunderbolt hits the flock. DIPRO

 

No breakthrough in Daporijo MMS case

ITANAGAR, Mar 28: The infamous Daporijo MMS scandal in which two minors were allegedly forced to have sex inside police station by the police officials seems heading no way as main accused Boham Bo is yet to be arrested even after huge uproar made by public. ASI Bo has gone hiding from 21st March, the day he was given two days interim bail by Capital deputy commissioner S B Deepak Kumar. He was supposed to report at Chief Judicial Magistrate office Daporijo on 23rd March but since then has gone missing.

Police department seems to be completely clueless about Bo. When contacted Upper Subansiri Superintendent of Police Apur Bitin while accepting the fact that police is yet arrest to Bo and fellow accused Duyu Tatu, urged public to cooperate. “Police is trying best to arrest them. But we also appeal to the public to share information if anybody has any idea about their whereabouts,” said SP Bitin. Further he added, “We have issued a fresh non bail-able warrant against all the accused from the office of chief judicial magistrate, Daporijo. Besides taking action under various provision of law, departmental disciplinary action will be taken against them.”

SP Bitin also sought help of various NGOs, civil societies and student bodies to bring all culprits under law. He also informed that all district police have been intimated about the absconding accused.

 

AOA satisfied with team’s preparation

for NE Games

ITANAGAR, Mar 28:  A team of Arunachal Olympic Association (AOA) led by its president Padi Richo and Secretary General G. Doke recently visited Sangey Lhaden Sports Academy and interacted with players undergoing training for the ensuing NE Games to be held in Dirang West Kameng from April 25-30 next.

The team visited all the venues where the trainings were going on for different sports disciplines and interacted with every player.

While expressing its satisfaction over the facilities being provided to the players, AOA in a release said:  “The fooding and lodging facilities provided to the players are exceptionally well and as per their diet requirement. The venues are also upto the mark.”

AOA praised D.K. Dinglow, who has been working tirelessly for promotion and development of games and sports in the state since his assumption of office as Director (i/c) of  Sports and Youth Affairs,  for managing and conducting the coaching camps in a better way and effective manner despite of limited resources and facilities.

AOA informed that a considerable number of sports infrastructure have also been come up in the last 5-6 years in the directorate complex, which would provide training and accommodation facility to the athletes. Further,  “Now all the state sports associations are closely coming together for the cause of development of sports in the state and several meetings were conducted so far under the personal initiative of  Dinglow, which is a good sign for the sports sector, AOA press statement said and assured its all support  to the directorate for all round development of games and sports in the state.

Meanwhile, AOA urged the Chief Minister to give Sports and Youth sector in Government’s priority agenda and allocate sufficient fund to the department to meet its requirement for conducting sports activities and developing infrastructure. Further, AOA appealed to both the CM and Chief Secretary to give sufficient fund to the Department for the ensuing NE Games at Dirang as most of the venues for the Games were in urgent need for renovation and development.  

 

Young entrepreneur Sonya Bam

ITANAGAR, Mar 28: Sudden demise of young entrepreneur Sonya Bam has sent a shock wave amongst the book lovers of the capital complex. Very recently she had started the first of its kind, the Book Café, located at B.B Plaza, which is a dainty glasshouse and a wonderful haven for bookworms and avid readers.

Sonya, 28, succumbed to heart ailment at Guwahati early this morning while she was being evacuated for treatment from Itanagar. Governor Gen JJ Singh has expressed deep shock at the demise of Bam, who is the daughter of Chief Secretary Tabom Bam.  In his condolence message, Singh said in her death, the state has lost a young and promising lady.

Chief Minister Dorjee Khandu, in his message to the bereaved parents, said, “While sharing your grief, on behalf of my family members and of course on my own behalf, pray Almighty to grant you enough strength and courage to bear this irreparable loss,” he said in a message.

While condoling her sudden demise, Jarjum Ete, President of Galo Welfare Society, stated that she showed her deep concern for young Arunachalees and through her ‘Book Café’ Ms Bam dreamt of exposing young Arunachalees to books.

The All Arunachal Pradesh Students Union (AAPSU) also condoled the sudden demise. In a press statement AAPSU President Takam Tatung said death of young a soul like Sonya Bam is a lost to the tribal community of Arunachal. While sympathizing with bereaved family, Tatung prayed for eternal peace of the departed soul.

Galo Students Unions too have expressed shock over the sad news. “With her death, Galo community and Arunachalee tribal in general have lost a bright young citizen. We hope she finds peace in heavenly abode and we also offer our deep condolence to the bereaved family,” said GSU general Secretary Pakmik Taipodia.

Press bodies of the state -Arunachal Press Club and Arunachal Pradesh Union of Working Journalists- condoled her sudden demise and stated that book lovers in Arunachal would remember Sonya Bam as a passionate reader who loved the idea of coffee, cookies and good read.

 

Ering visits Roing, seeks people’s cooperation to restore normalcy

ROING, Mar 28: Member of Parliament Ninnong Ering today visited Roing with a mission to restore peace and promote brotherhood between the two communities of the district.

While interacting with the people of Ithili and Idili village at Rehko, Roing, the MP condemned the incident and termed it very unfortunate.

He advised the people of both the villages to return to their respective village without fear and informed that the government is trying its best to restore normalcy and peace in the district. He also urged the people of both the community to co-operate with the district administration in restoring normalcy. “Let the law takes its own course of action in punishing the culprits”, he added.

The MP further advocated for organizing a joint meeting soon in order to resolve the differences and find a lasting solution for both the communities.

He donated an amount of Rs 1.5 lakhs to the relief camp and also informed that state government is providing Rs 15 lakhs to meet up the exigency/losses arising out of the situation.

Meanwhile, the people of Ithili and Idili villages demanded permanent posting of IRBn/CRPF unit at these two villages.

In a separate meeting at DC’s chamber, local MLA Laeta Umbrey urged the senior citizens and public leaders of both the community to work for restoring normalcy and defuse tension in the district. He urged that people of both the community not to blame each other and suggested the people to bury the mistakes committed from either side at this very moment to restore peace in the district.

Deputy Commissioner Y W Ringu, informed that an Assessment Committee has already been set up to assess the losses out of the incident and demand for permanent posting of police force at the two villages had already been placed to the government.

Superintendent of Police, In-charge Isaac Pertin informed that battalions of IRBn have been deployed at sensitive places like Ithili, Idili, Balek and Kabang villages in order to thwart any untoward incident. DIPRO

 

AEKSU calls for remedial measures

ITANAGAR, Mar 28: All East Kameng Students’ Union (AEKSU) has expressed dissatisfaction over the pace of work in which beautification  and road widening work is presently going on at Seppa.

Given the snail’s pace in which works are presently going on, it seems that it will take more time to complete it, AEKSU said in a release and urged the respective executing agencies, contractors and district administration to expedite the construction work.

While describing the problems faced by the commoners due to haphazard road cutting, it said that the roads becomes slippery  when it rains and whole of the township is covered by dust during sunny days.  It also appealed to the executing agencies/contractors to maintain quality for longevity of the road.

It also expressed concern over slow progress in infrastructure development of Govt College, Wessang, by PWD, Seppa division. Any delay in infrastructure development would hamper academic activities of students, AEKSU said, and urged the executing agency to expedite the work.  Further, the union urged the Education Minister to allocate sufficient fund for the college for its infrastructure development.

The union also criticized the BSNL authority for not taking any corrective measures to improve mobile service in Seppa township.

Although there are two huge mobile towers in Seppa, network was not good enough, the union said and demanded the authorities concerned of BSNL to do the needful at the earliest to improve the mobile service.  It also demanded PHED & WS, Seppa division to provide clean and hygienic drinking water to its people.

 

ALSU questions state govt about various loopholes in Hydro Deptt

ITANAGAR, Mar 28: Continuing its tirade against appointment of Taru Siga as managing director of Hydro Power Development Corporation of Arunachal Pradesh Limited, Arunachal Law Students Union(ALSU) termed his appointment as defective one. In a release issued by ALSU President Tadar Tarish and General Secretary Romik Jagu, put up few question regarding his appointment. “The present incumbent Taru Siga has been working as Managing Director with the Govt. order No. PWRS/W-1413/2006/296-306 dated 2nd Feb. 2011 which is completely a defective one'. How can he draw salary from two organizations, pension from PWD as a retired S.E. w.e.f. 1/2/2011 vide his VRS order No. SPWD-96/2010/52-63 dated 7th Jan.2011 and the Chief Engineer's Pay scale as M.D. of HPDCAPL vide order No PWRS/W-1413/2006/296-306 dated 2nd Feb. 11,” ALSU questioned. Further union said the govt. should justify his continuation order till 31/3/11.

ALSU also questioned how former MLA T.G Rimpoche is occupying dual post of the chairman of Hydro Power Development Corporation of Arunachal Pradesh Limited and Department of Karmic & Adhyatmic affairs at the same time. “T G Rinpoche hardly seems interested in updation activities of the Corporation since he is more interested in activities of Department of Karmic & Adhyatmic affairs. Since Hydropower Development is of prime concern to all the stakeholders, an independent Chairman with sheer commitment for Hydropower sector must be appointed,” ALSU opined.

Further ALSU added, “Why all the Managing Director are appointed through deputation from the Govt. department only. How corporation can only run through deputation since its inception in the year 2006. The corporation and Managerial exposure of the officials on deputation from a typical govt department can hardly match with that of Power giants like NHPC, NEEPCO, Jindal Power Ltd. etc. when there is a negotiation for JV etc.” ALSU urged the concerned authority to go for appointment of persons with sufficient managerial and corporate exposure to run the corporation smoothly. If the govt. fails to make permanent arrange to run the corporation then how some of important joint ventures are being carried out without proper managerial and technical input from corporation side

ALSU questioned why K. P. Balachandran is been allowed to continue as under secretary in power secretariat even after his retirement. “What specialization does he have which qualify him to work throughout his life in power related subjects? What is his role in Arunachal Power Development Agency? When our tribal officers are hardly allowed to extend services even for one month after their retirement, why this man is being given this privilege,” ALSU asked.

 

A Ray Of Hope

In the suffocating milieu of PDS Scam, Hydro Power Controversy, PRC Fiasco and the most recent hullaballoo, the NSCN (K) Directives, the current completion of the Special Survey Report of Chakma-Hajong Refugees (CHR) population 2011 is like a fresh breath of pure oxygen for the Khandu regime. With it, the probability of Khandu regime coming up with a concrete resolution for the decades old refugee problem has also elevated manifold.

The Special Survey Report (SSR) on CHR population of 2011 prepared by the District Administration, besides enumerating individual names/families of CHR, also includes map by GPS instrument for Bordumsa and Diyun areas and cadastral survey map of Miao and Kharsang dominated by the CHRs. The staggering facts and figures are stunning enough to justify the indigenous people’s claims that the growing CHR population is an immediate threat for the region.

According to the SSR available, till February 2011, the total CHR population was astounding 46,691 which is more than the indigenous population of Changlang district. Within 1964-69 the CHR population was 29,452 (male-15’196 and female-14’256) and after 1969 another 17’239 CHR (male 3’686 and female 8’798) clandestinely invaded the district from various states like Mizoram, Assam, Tripura, etc. Of which 1085 people has been enrolled in the state electoral. From the total CHR, 10’796 CHR who came after 1969 settled inside the authorized settlement area and the rest took the illegal route of encroachment.

This mighty CHR population has established 42 villages that is spread over 9070.12 hectares across four administrative circles in the district. Diyun Cirlce leads by 21 villages, followed by 15 in Miao Circle, 3 each in Bordumsa and Kharsang circles. From which 7 villages are established illegally in USF/ indigenous peoples land and 4 inside the reserve forest. Population wise, Udoipur has the highest population with 3325 Chakma Refugees (CR) and 540 houses and Miao bazaar under Miao Circle has the lowest with 66 CR and 9 houses.

Electoral wise, Kamakyapur has the highest with 195 CR being enrolled in the electoral. The largest encroached area is 900 hectares by Bijoypur village in Bordumsa Circle and the lowest 130 hectares by Sukhanalla village in Diyun Circle.

The reports further reveal that the original authorized settlement area of CHR is 5030.24 hectares and stunningly, the illegally occupied lands sums up to 4’639.88 hectares. Over the years, threatening the indigenous population, CHR has illegally encroached 3409.88 hectares of local’s cultivation and community land and defying the norms, infringed 1230 hectares of reserve forest that also includes the protected or ecologically fragile area of famous Namdapha Tiger Reserve in Miao Circle. From the 42 villages, the 4 villages spread over 740 hectares with a population of 2419 belong to Hajong refugees. Of which 809 came before 1964-69 and 223 settled after 1969. 107 Hajong refugees have been enrolled in the electoral.

It appends further that the 3 villages Bijoypur I, II and III spread over 2190 hectares with a mindboggling population of 5538 is completely illegal because the whole of encroached land belongs to indigenous population. They are unauthorized settlers who shifted from various settlement blocks of Arunachal, Tripura, Mizoram etc.

In 2010, 38 numbers of CHR families with a population of 189 bluntly kicked the law and challenged the indigenous population by forcefully and illegally occupying the 43.90 hectares of land owned by a widow Mrs Thuing Singpho at M’Pen-I.

Amidst all the chaos created by CHR, the compilation of SSR by the Khandu regime has kindled a ray of hope that is expected to guide the decade’s old predicament towards an amicable conclusion. On the same breath, it is also highly expected that the state government will chalk out effective measures to stringently tame the greed and temerity of CHR that is creating severe law and order problems as well as threatening by their illegal activities, the very existence of indigenous populace. Governor  mourns death of

senior journalist

ITANAGAR, Mar 28: Governor Gen JJ Singh has shocked and grieved to learn of the demise of Abani Kumar Bhattacharyya, senior journalist and former UNI Itanagar bureau in-charge at later’s Nalbari residence on March 26.

In his condolence message, Governor said, with his death, we have lost one of the pioneers amongst the media personalities of the State, who made immense contributions in highlighting Arunachal Pradesh and its development progress to the world through his press coverage and excellent reporting.

Meanwhile,  Arunachal Pradesh Congress Committee (APCC) has condoled the demise of senior journalist Abani Kumar Bhattacharya, who was former UNI bureau in charge of Arunachal. APCC in its condolence message described him as a pioneer and prominent journalist, who rendered his full time service to cover and highlight the important news of Arunachal Pradesh in national media.

 

PMEGP workshop held

ITANAGAR, Mar 28:   The Khadi and Village Industries Commission (KVIC), Itanagar has organized a state-level workshop on Prime Minister’s Employment Generation Programme (PMEGP) at Vivekananda Hall, Ramakrishna Mission Hospital, Itanagar today.

Inaugurating the workshop, chairman of the Khadi and Village Industries Board (KVIB) chairman Bado Singhi called upon the  prospective entrepreneurs to get benefit from the flagship programme of KVIC where in subsidy component is much higher than other Govt. schemes. He also advised banks to sanction the projects to the beneficiaries  at the earliest.

P.K. Behera KVIC state Director highlighting the abundant resource of the  state in industrial sector.  Giving a brief account of the achievement under PMEGP programme he assured to achieve the target of 607  project units.

Free medical and veterinary campCorrespondent

NAMPONG, Mar 28: As part of the ‘Operation Samaritan Project, the 18 Assam Rifles under the aegis of 25 Sector Assam Rifles organized a free medical and veterinary camp here today.

While inaugurating the free medical and veterinary camp, ADC M Roy applauded the humanitarian efforts of the security force. He also included that efforts like this will definitely bridge the gap between the villagers and the security forces.

The medical camp headed by SMO Deputy Commandant Dr Jishnu Barua along with RMO Captain Sridevi Thapa and para medical staff treated 536 villagers suffering from skin infections, fungal infections, common cold, respiratory tract infections, UTI, acute diarrheas, gastritis, arthralgia etc. They also provided free medicine to the ailing patients.

Moreover, first aid was also given to few patients with minor cut injuries, burns, abscecs etc. Rapid kit tests like RMT, TB and enteric fever was also performed by the lab technicians on the spot.

A veterinary camp headed by Nampong veterinary officer DR BK Gogoi was also conducted along with the medical camp.

 

Pul visits Wakro

TEZU, Mar  28: RWD, Tax and Excise Minister  Kalikho Pul visited Wakro in Lohit district on March 24 last.

Addressing the public meeting at Wakro, Pul said, “ he has been and will continue to work for the development of the people of Arunachal Pradesh in general and Wakro in particular. He also said that the public meeting is being organized mainly to know the grievances of the public and to apprise them various developmental activities undertaken by the government.

He visited Medo area and inspected the construction of ongoing PMGSY roads at Medo-Wakhetliang and Medo-Namgo sectors. Expressing satisfaction on the progress of the Medo-Wakhetliang road, he suggested that there was undulation in 1and half kms which requires rectification. Regarding Medo-Namgo road he suggested to speed up the progress of construction.

Addressing the huge gathering he informed that the road from O-point to Deban will be carpeted with black toppings soon. The suspension-bridge on Kamlang will be re-designed into (RCC) bridge, the township road of Wakro will be carried out by TFC, and Manyuliang to Namgo will also be taken up soon, he said.

Regarding Communtiy Halls, he said, “Construction of Community Hall in centre places will be taken up in phase manner. One Community Hall is under construction in Medo, and very other projects will be taken up”.

On demand for up gradation of Medo Middle School to Secondary, and Wakro Secondary to Higher Secondary, he assured to take up the matter with the concerned department. At the same time, he informed the gathering that the proposals for establishment of a Police Station in Wakro and Parasuramkund and up gradation of Wakro CO Headquarter to an EAC Hq. will be considered.

To sort out boundary disputes he wished to come out with a permanent solution for the Changlang-Lohit boundary problem and directed the Deputy Commissioner, Lohit to take it up with his Changlang Counterpart. Earlier, P. Rangmang, ZPM gave welcome speech.

Among others, Tezu  MLA Karikho Kri and Chongkam MLA C. T. Mein also accompanied him during his visit.  DIPRO

 

Allegations refuted

ITANAGAR, Mar 28: The Panchayat leaders of Parsi-Parlo circle have termed the allegations leveled against the concerned MLA and Parliamentary secretary, food and civil supply by Parsi-Parlo Area Development Committee (PPADC) as baseless and political motivated.

Taking serious note of the allegation, the Parsi-Parlo ZPM and Anchal Samity chairperson in a joint press release said that the  there is no such self-styled organization like PPADC in Parsi-Parlo area.  

 The Panchayat leader duo further said that the PDS has been streamlined since 2007 under the state Government  headed by Chief Minister Dorjee Khandu and concern MLA Lokam Tassar. They further said that state Govt is drawing overwhelming appreciation from the general public after the re-introduction of "head load carriage system" in Kurung Kumey and Changlang district as well as decentralization of wheat and levy sugar, they said.

The State government has also given additional powers to the Panchayat Raj institutions to monitor PDS at grass root level and  to check any irregularities in PDS the release said adding that Panchayat bodies  are monitoring PDS after the re-introduction of head load carriage system.

Essential commodities under sub-allocation have been distributed  to the victims of rate menace for the month of November, December and January on 18th Dec, 2010 in transparent manner,   the Panchayat leaders adding that essential commodities for  the month of February/March  will be distributed  in April next  under the supervision of the concern Circle Officer.

They further clarified that the delay in distribution of PDS items in November and December, 2010 was due to lack of sufficient stock at FCI depot as well as delay in transportation by the FCI carriage contractors.

Whether the so-called PPADC has placed any developmental package for development of the area or the organization has the social sanction of that area ? the panchayat leaders questioned and cautioned the chairman of the Committee ‘not to make cheap publicity over petty matters to tarnish the image of the democratically elected leaders as well as the ruling party”.

 

Resentment over RTI fees

ITANAGAR, Mar 28: East Kameng district unit of Bharatiya Janata Yuva Morcha (BJYM) has demanded immediate transfer of the Executive Engineer (PWD), Seppa division for charging unreasonable fee for documents to be furnished under RTI.

The district unit BJYM president in a release said that he was asked by the department to pay a total of Rs.10,024 for 201 pages or Rs.10 per page as a cost of printing materials for obtaining the documents. However, with the intervention of the Arunachal Pradesh Information Commission, the rate was finally fixed at Rs.2 per copy, he said.

“It took me a long 8-month to obtain the documents which could have been provided by the department within a month or two, he said.

The BJYM president had sough information through RTI from the department regarding the maps, estimated cost and total expenditure in road construction work at Seppa town.

Meanwhile, All Arunachal Youth Association (AAYA) has strongly opposed the fixation of rate at Rs.10 per page of information obtained under RTI.

AAYA, in its letter to Governor said that the rate fixed by the Government is quite high as compared to the market rate of Rs.3 per page charged for xeroxing and not affordable to poor people. AAYA appealed to the Governor to intervene into the matter to make it affordable to all sections of the society.

 

APPSU and CSU support  APPDSU’s stand on indoor stadium

ITANAGAR, Mar 28: All Papum Poma Students’ Union (APPSU) and Capital Students Union (CSU) have supported the All Papum Pare District Students’ Union (APPDSU)’s stand on construction of Mini Stadium within the school complex of Sagalee GHSS.

Both the Union in a joint press statement said that APPDSU’s demand, which opposed the construction of the stadium within the school premises, is genuine and purely based on issues related to students’ welfare.

They appealed to the various other organizations to support APPDSU’s demand rather than opposing it and making any confusing statements on the issue. It also urged authorities concerned to take an appropriate decision on the issue at the earliest.

Hope for hopeless people

Dear Editor,

The news piece by Taba Ajum (on March 28) was a revelation again for which I would like to thank him and especially the Save Arunachal Forum for bringing out a tragic truth that is crawling inside our system.

Till now I was wondering about my lack of a job, but I find it quite rational, amusing and embarrassing when I  came to know that  such desperate and illegal appointments are still crafted by our  officials and politicians who have been endowed with the responsibility to do something else, something much more laudable than what is going on right now. Around two thousand illegal appointments that is quite a number! Such illegal appointments are making many able candidates with the best of degrees to wander around without any job?

Though the future doesn't seem to be filled with much hope, what can a poor guy do, except wish that someday, something good will happen. But with the current rate and fashion of such awesome and dignified corruption the Black sheeps are always left with nothing but frustration and more frustration. I vouch on my hope with the SAF and such other organizations, if they find out a good solution about the issue. But after witnessing so much, I have a legal fear that the issue could be slacked off, like all the other old stories .

Right persons in wrong platform

Dear Editor,

The expulsion of Kaling Jerang and Tsering Naksang from NCP is the joke of the century. The duo who resigned from the covetous posts of All India Service and District Research Officer respectively need not be facing a humorous yet humiliating suspension order for creating ripples against the cancerous germ of corruption rocking the state.

While appreciating the duo for launching a crusade against the scam ridden government of the state, it is my sincere request to both kindly join BJP or any other platform which is not in the pocket of Congress Chief Minister. Jerang, a product of the country's premier college like St Stephens had resigned from All India Services to join politics. Naksang, who topped Delhi University and the first Arunachalee to have post-graduated from Delhi School of Economics and who also led Delhi Students Union and All India Tribal Students Association as president now have entered public life with commitment and a vision for the society.

The Save Arunachal Forum (SAF) deserves congratulations for their effort to root out corruption from the state and improving the clean and simple image of the public of the state in the eye of the rest of the countrymen.

Do something good

Dear Editor:

This is related to the news item on March 28 under headline “Around 2000 illegal appointments in various Govt Dept unearthed” published in your esteemed dailty. I cannot help but express my disappointment with the corrupt practices in our state. I feel the unearthing of more than 2000 illegal jobs in Govt departments  is just the tip of huge corruptions and inefficiency within the state machinery.

Frankly speaking, I do not have much faith that our land will develop as long as it is manned by selfish individuals who think that their position comes before their function! We do not really care what position you hold unless you show by your service or ministry for which your position is created.

May be the only comfort we have is in the saying that even a bad government is better than no government at all.

One bright trend emerging now in Arunchal, however, is the emergence of NGOs that are service-oriented and formed with the vision of liberating oppression, alleviating suffering, reducing injustices and creating opportunities for the commoners.

With more of such NGOs, Forums, Societies, Committees, and Trusts and with good use of Media we can take Arunachal by surprise and impact so that the good surpasses the bad and there will be more of happier homes, confident children, better bridges, better schools, hospitals etc.

And one more word to people with 'Lal Biti' in the vehicles: Your authority came to you because of your responsibility. If you did not have responsibility over the public, you would not have any authority.

When you are dead and gone, no one would care to remember how rich and powerful you were. It would not matter even how smart you have been. What car you drove, what hotels you checked in.

But people will remember you with gratitude how loving you have been, how truthful you are. People will respect you for your integrity. And if you are extra-sacrificial they may immortalize in coins, stamps or in textbooks.

Be sure to create impact. Time is now!

Give justice to   the victim’s family

Dear Editor,

I thank GWS and Fact Finding Committee for unearthing the actual cause of death of Late Tachi Nguso. After the committee report was published, citizens came to know that it was a not a normal death, he was physically assaulted/tortured leading to his death. According to the report, Late Tachi Nguso had no serious injury except for minor scratches on the left elbow and left toe and the cause of his death can not be concluded as accident. The records related to Nguso case have been torn up as per report. It is a clear cut indication that he has been murdered in the police custody.

Therefore, I on behalf of the family of late Nguso, request the authorities to punish  those officers and officials  involved in the death case of Nguso and give justice to the victim’s family.

Isn’t it discriminating

Dear Editor,

Every now and then we go through job advertisements in local dailies and magazines inviting candidates for interviews. These advertisements come mostly from private job sector. Here the problem lies in the advertisement’s content which explicitly cites about the preferred candidates. Here, beneath the advertisement it goes like, “Only candidates belonging to non-indigenous Group may (i.e, should) Apply”. Then, what does it mean? Are we the ingenious i.e. the tribal youths outcast in our own land? By the way, we are second-to-none when it comes to hospitality and services. Our talents shouldn’t be undermined this way. Is it necessary for them to announce their preference publicly? Can’t they simply meet their necessity behind the door?  It is a plea, from all of us, to kindly not act that way, being human.

Wake up call

Dear Editor

According to the news item published in your daily on March 28 under headline “Around 2000 illegal appointments in various Govt Dept unearthed”, there are only 35 illegal appointments in Science and Technology department. But it is not true as 112 candidates were being appointed during the year of 2006 without advertisement and interview in violation of Recruitment Rule(s). So there are lot of illegal appoints under this department of science and technology and IT. We had filed RTI to know details about appointments in the department, but we have not received complete documents after 2-3 months of filing RTI.

Therefore, we request the authorities to cancel all illegal appointments in the department and conduct fresh recruitment for the same as per recruitment rules.

Morever, we request the Govt to create separate department of Arunachal State Council of Science & Technology and Department of Information Technology.

Dear Editor,

This is in reference to the article 'Around 2000 illegal appointments…'. It is a good initiative taken up by NGO Save Arunachal Forum. We welcomed it. The figures shown are very surprising and alarming, strong enough to divert the future generation from mainstream development. But the number of illegal appointments could be far more disastrous if we go to the details of last two assembly elections.

We could find there were illegal appointments made even to the posts of Gazatted officers. All the appointments are amazing, like non-deserving girls in the post of SSA teacher, politically influenced candidates in tourism, Rural Dev. And Mining Deptt. and so on. I would like to request this Save Arunachal Forum to keep going and organize district level awareness campaigns by showing the list of illegal appointed candidates.

It is really a shocking incident

Dear Editor,

This is regarding MMS scandal at Daporijo police station. It is really an inhumane act, apart from being horrible, shocking and disgusting which has caused a feeling of great dismay.

Is this what police are supposed to be doing? It seems they have forgotten the meaning of police which I believed, till this incident happened, to be P-Polite O-obedient L-Loyal I-Intelligent C-Courage E-Efficient.

But they have crossed all the limit. To avoid public outburst, action must be taken as per law against those involved in the heinous act.

Gender budget lauded

ITANAGAR, Mar 28:  Arunachal Pradesh State Social Welfare Board (APSSWB) lauded the state Govt  for presenting gender budget  in the recently concluded Assembly session.

Stating that the Govt has considered its demand, the APSSWB said  gender budgeting is the need of the hour and it would go a long way in improving the status of women in the state. This is indeed laudable that the government has finally recognized the importance of gender budgeting for the overall development of women and society, it said.

This Board has been working in the field of development of women and child in the state for the last 5 decades.

 

Govt reacts

ITANAGAR, Mar 28:   While referring  to the news item published in local dailies regarding Govt directives on Adv policy,  the IPR department  today clarified that  the Government has allocated one time budgetary support amounting to Rs 79 lakhs on 14th September’2010 for clearing pending bills of various departments  as on 8th August’2010.  However the bills submitted by news papers were not in order and without supporting documents. Since, the outstanding bills were from 1990 and 20 years old, even the news papers took almost a month to re- submit correct bills, it said.

Stating that  the  department has to follow prescribed financial procedure for making payment, the release said as the back log was huge it was humanly not possible to scrutiny the bills in a month and it took time  for proper verification and scrutiny for obtaining Government sanction.  While the department has put all its efforts and dedication to clear the outstanding bills in most transparent manner, the allegation of tips for payment is most unfortunate, the release said.

 

Governor appreciates Taya

ITANAGAR, Mar 28: Governor Gen J J Singh happy to learn that two clouded leopard cubs have been rescued by Y. Taya of Lil village, Sangram circle, Kurung Kume District and rightly handed over to the authority of Biological Park.

Terming it a highly commendable and exemplary deed, Governor said, Y. Taya has not only brought good name to his village, circle and district but also to the state as Clouded Leopard is  categorized as an endangered  species and is under schedule-I of Wildlife protection Act.

He has congratulated Y. Taya, his fellow villagers of Lil Village and also people of Sangram for the noble gesture. This praiseworthy gesture will definitely instill consciousness about wildlife and its conservation amongst the indigenous populace itself, Gen Singh added.

Shandil calls on Governor

ITANAGAR, Mar 28: Col (Retd.) Dr Dhaniram Shandil, AICC General Secretary In-charge of Arunachal Pradesh called on the Governor Gen JJ Singh at Raj Bhavan here today.

Chief Minister Dorjee Khandu, PCCI President Nabam Tuki, Minister PWD & UD and Minister RWD Kalikho Pul along with AICC General Secretary Sanjoy Bafna, who is accompanying Col Shandil were present in the meeting.

All round development activities in the State and thrust areas which need to be addressed were taken up during the meeting. The Governor called for taking up of raising of additional battalions of Arunachal Scouts.

81 benefited from laparoscopic camp

ITANAGAR, Mar 28: A Laparoscopic Tubal Occlusion Camp was organized by Karuna Trust, Itanagar and District Health Society, Changlang, at Khimiyang PHC on  March 26..

A total of 81 beneficiaries were operated upon by Dr. Dilip Dutta, Gynaecologist from Ruksin CHC along with Dr. Kamlo Tayeng, Anesthetist, General Hospital, Pasighat and their team.

Dr. Pramathesh De DMO  Changlang, Dr. Parthasarathy Dutta, DRCHO, Gomar Basar, DPM, Robin, Supervisor (Karuna Trust) along with Dr. Anupam Saikia, MO I/C Khimiyang & Dr. Nath and their staff participated in the camp.

Jumkar Karbi, EAC  incharge Khimiyang, and Major Tarun Garg from 25 Assam Rifle gave  ample support for the success of the camp. Such an endeavor in a very remote location was the first of its kind and had benefited the villagers to a great extent.

 

One crushed to death  

SEPPA, Mar 28:  One Rajiv Ranjan Patel died inside the JCB loader at around 12.30 pm having being crushed by a huge mass of rock and debris at a worksite of PWD road widening project at Seppa-Sagalee-Tezpur road Tri-junction on  March 24 last.

The decease was a operator of JCB loader of   Norbu Sonam who’s Machine was hired by PWD on rental basis.  Hearing the shocking news of the incident, District Administration led by DC Tope Bam and SP, Kime Aya inspected the site on the day. While extending his solidarity to the next kins and kids of the decease in bearing the pain and distress of losing the lone bread earner of the family, the DC appealed the govt. to grant an ex-gratia to the family member of the decease as an immediate relief.  DIPRO

NSU unhappy with road works

ITANAGAR, Mar 28: Nocte Students’ Union (NSU) expressed unsatisfactory over the ongoing road repairing work within Khonsa Township.

The union said that the union is not happy with the work progress and quality of work and appealed the contractor to re-touch those portions of the road which are likely to create pot holes in immediate future.

The union further said that it will not compromise with any contractor in developmental activities particularly on road, health and education sectors.
